One of the noisiest and highest grants I have ever heard here in the Philippines is the DOST's Science Education (DOST-SEI)Institute scholarship. And truly, I agree that this has been the most awaited scholarship in our country because yearly, they continue to increase scholarship awardees as well as the allowance and other benefits.

- A non-refundable test fee of P 200.00 will be collected. Applicants should send postal money order instead of cash when mailing applications. The payee of the money order should be SCIENCE EDUCATION INSTITUTE.
- SEI can accept only cash, postal money orders, telegraphic transfer, certified cashier's and manager's checks. PERSONAL CHECKS ARE NOT ACCEPTABLE.

A. GENERAL CRITERIA FOR ELIGIBILITY
- a natural-born Filipino citizen;
- a poor, talented and deserving student who belongs to a family whose socio-economic status does not exceed the set values of certain indicators. (for RA 7687 only)
- top five percent (5%) of the regular high school graduating class; or
- a member if the graduating class of DOST SEI identified or DepEd-recognized science high school.
- a resident of the municipality for the last 4 years as attested by the barangay. (for RA 7687 only)
- of good moral character and in good health
- a qualifier of the 2012 S&T Scholarship Examination.
B. NOT QUALIFIED TO APPLY
- those who have earned units in any post-secondary/undergraduate course.
- those who have taken any DOST-SEI Science and Technology Scholarship Examination.
- those who have applied for immigrant status in the USA or any other country.

.(if you want to ask me what's the difference of RA 7687 and Merit is that RA 7687 is particular to those with P150,000.00 and below the Annual Gross Family Income and electricity consumption should not exceed to 220 kwh per household. Meaning, Merit is offered to both rich and poor.)
D. ITEMS TO BE SUBMITTED
- DOST-SEI Information Sheet (Form A)
- Household Profile Questionnaire (Form B) (for RA 7687 only)
- Certificate of Good Moral Character (Form C);
- Certification from that the applicant belongs to the upper 5% of the graduating class (Form D1); or
- Certification that the applicant belongs to the graduating class of a DOST-SEI identified or DepEd-recognized science high school (Form D2)
- Statement of applicant that he/she has not taken any secondary/undergraduate or post secondary course (Form E);
- Statement of parent that applicant has no pending application for immigrant to the USA or any other country (Form F);
- Certificate of Residency (Form G) (for RA 7687 only)
- Two recent (1"x1") picture
- Photocopy of Birth Certificate
Note: All certifications are found in the application form.
E. WHERE TO SECURE/FILE APPLICATION
• The application form can be obtained at the Science Education Institute, 3/F, PTRI Bldg., Bicutan, Taguig City, Metro Manila; DOST Regional Offices; and Provincial Science and Technology Centers (PSTC) or Offices of the Congressmen. It can be downloaded also at the website, www.sei.dost.gov.ph
• Accomplished form can be filed at the Science Education Institute, 3rd Floor, PTRI Bldg., Bicutan, Taguig City, MM., or DOST Regional Office/PSTC nearest the applicant's school or home address.
Note: The Test Permit/s shall be mailed to the applicant or school principal for distribution to the applicants. In case test permits are not received before examination day, the examinees may check with the DOST Regional Office/PSTC a day before the examination and proceed to the nearest designated test center.
F. SCHOLARSHIP REQUIREMENTS
a. An awardee must seek admission and enroll at any of the:
a.1 State universities and colleges
a.2 Any tertiary institution identified as Center of Excellence or Central of Development by CHED for the priority courses.
a.3 DOST-SEI identified network institutions.
He/she should pass the qualifying examination for admission by the university at which he/she plans to enroll.

b. An awardee shall comply with the terms of the Scholarship Agreement to be entered into between himself/herself, parents or guardian and the DOST-SEI.
c. After signing the Scholarship Agreement, the awardee’s name shall be included in the lists of scholars needing clearance from DOST-SEI forwarded to the Department of Foreign Affairs, National Bureau of Investigation and Bureau of Immigration.
d. An awardee shall maintain the grade requirement of the scholarship.
e. Upon completion of his/her Bachelor of Science course, an awardee shall serve in the country preferably in his/her home region on full-time basis along his/her field of training for a minimum period equivalent to the length of time he/she enjoyed this scholarship.
G. EXAMINATION COVERAGE
This is an aptitude test designed to measure abilities that determine academic and professional success in science, mathematics and engineering. The test is divided into two major components:
1. Intellective
- Scientific Ability; Quantitative Ability;
- Mechanical and Technical Ability
- Linguistic Ability; Imagery, Inspection, Working Memory
- and Sensorimotor Ability
2. Non-Intellective
H. SELECTION CRITERIA
The awardees shall be selected on the basis of their performance in the 2012 S&T Scholarship Examination.
I. FINAL SELECTION
The list of awardees as approved and announced by the DOST Secretary is final and unappealable.

P.S. It will be a tough examination that you will encounter. So if you are interested, you better review and of course pray... You should take this scholarship seriously and if you will be granted, take care of it so you will not pay whatever amount you already received if you won't finish your degree. Get it?
